Vilsack Extends Registration

U.S. Department of Agriculture Secretary Tom Vilsack announced on April 1 that the dealine for signing up for the farm program this year has been extended. More aid will also be available for dairy farmers.

Despite the extension from June 1 until Aug. 14, payments will not be made under the permanent disaster program in the farm bill until 2010. The extension allows farmers to decide whether or not he or she would like to participate in the crop revenue program, A.C.R.E.

At the same time Vilsack said he would make the Milk Income Loss Contract payments to troubled dairy farmers by the second week of April and the USDA’s Section 32 to purchase walnuts, pork, turkey and lamb. Again, payments will not be made until 2010 because the USDA is “hampered” by computer problems.

Many members of the House Agriculture Appropriations Subcommittee want the programs to be implemented faster.

Grain Growers Strongly Disagree with Obama’s Plan

Grain industry leaders in Oregon, Washington and Idaho wrote a letter to President Obama opposing his proposal to cut payments to farms with revenue over $500,000.

“The purpose of the five-year Farm Bill is to provide stability for producers, agricultural operations and our nation’s food system,” the letter stated. “We believe it’s unwise and unacceptable to dismantle this critical piece of legislation before it has even had a chance to be fully implemented.”

This change would effect over 1,200 Oregon farmers. “The premise is that USDA farm dollars would be going to those who are most in need of money,” Jane Harden, the executive director of the Umatilla County Farm Service Agency told The East Oregonian. “But $500,000 is not much money- it’s actually a very small dollar amount.”

Many expect the proposal to not pass because 50 Congress members already signed a letter opposing it. “Direct payments are necessary to shore up the operating loans needed to make a farm work,” Tammy Dennee of the Oregon Wheat Growers League added.

Denee said the purpose of the letter wasn’t to stop the proposal, but better inform the president of the impact this decision will have. “It’s our opportunity and challenge to help Congress and the new administration understand the interdependence of these programs and how they are viewed in the countryside by growers and their bankers.”

USDA Assists Agriculture Industry With Outreach Programs

Due to recent changes in the farming industry, business practices have changed. The USDA has created many government programs to assist farmers with the transition.

The Food, Conservation and Energy Act of 2008 announced new programs that are aimed to generate loans for new types of operations such as organic farming, value-added farming operations, immigrant farming and enterprises growing crops for local retailers.

Other new programs have also been created to stimulate beginning farmers to start family farms. This is included in the rural America USDA’s Farm Loan Programs. This program offers loan types for every need with direct or guaranteed loan options. Some options include: operating, ownership, disaster, youth and loans for beginning farmers.
Emergency loans are also available for farmers who suffered injuries or physical and production losses in disaster areas.

FSA Loans Available for Women and Minorities

Women and minority farmers interested in buying and operating small farms may be eligible for farm loans from the USDA’s Farm Service Agency according to Utah Farm Loan Chief Bill York.

“The Farm Service Agency is interested in promoting greater involvement in farming and ranching by women and minorities,” said York. “Each year, we reserve a portion of our farm loan funds especially for socially disadvantaged applicants.”

Applicants for these farm loans must be engaged in farming and ranching on family-size operations.

Other qualifications include:
-Satisfactory credit history
-Education, experience or training to prove ability to manage
-A legal citizen or resident of the United States
-Be able to obtain credit elsewhere to meet actual needs and posses legal capacity to incur loan obligations

These FSA loans will be available for socially disadvantaged applicants. This means anyone who may be subject to racial, ethnic or gender prejudice. This program is focused on women, African Americans, American Indians, Alaskan Natives, Hispanics, and Asian Americans and Pacific Islanders.
