USDA Opens Conservation Program

For the first time in four years, the USDA is holding open enrollment for land conservation programs. Dating back to the 1950s, the Conservation Reserve Program takes severely erodible land out of farm production and put aside for conservation and renewal. Instead of planting row crops, farmers are offered subsidies to plant wildflowers, grasses, and other plants that restore erodible soil and reduce water loss. The Farm Service Agency offers participating farmers rent payments and cost-sharing assistance. Conservation contracts typically last 10-15 years.

Conservation program managers base their land selection on a number of factors. Eligible land parcels must have been sown with crops sometime during four of the last six years. In addition, land located near watersheds that provide drinking water are preferred (more information on eligibility can be found at the FSA’s website).

Farmers can also increase their eligibility by planting appropriate crops and suggested seed mixes, such as a new pollinator selection that provides food for bees. Other wildlife friendly seed mixes can also increase eligibility.

Conservation Reserve Program Seeks Applicants

Sign up for the Conservation Reserve Program will begin on August 2 and run through August 27 according to the United States Department of Agriculture.

Under the 2008 Farm Bill, the United States Department of Agriculture approved the enrollment of 32 million acres. The Conservation Reserve Program allows farmers and ranchers to enroll land for rental payments and assistance payments to conserve farmland across the country. These deals are set in contracts of 10 to 15 years.

Throughout the sign-up period, ranchers and farmers can offer eligible land to the Conservation Reserve Program to their county United States Department of Agriculture of Farm Service Agency office.

Jim Miller, USDA undersecretary pointed out the importance of the program. He said, “America’s farmers and ranchers play an important role in improving our environment, and for nearly 25 years, CRP has helped this nation build sound conservation practices that preserve the soil, clean our water and restore habitat for wildlife.”

Acres Removed From Program

3 million acres of farmland are being taken out of the federal conservation program and may be tilled. The change has many environmentalists concerned about wildlife habitat, water quality and soil erosion.

39 million acres of farmland across the country are protected by the Conservation Reserve Program, but 3.4 million acres were taken out in September. The removal stems from present owners’ not renewing their contracts.

A change in the 2008 Farm Bill also caused the removal because the bill caps the program at 32 million acres.

Most of these acres are located in Texas, Kansas and Colorado. North and South Dakota, as well as Montana are also effected.
