Missouri House Rejects Tax Plan

The Missouri House has rejected a proposal that suggests land values of farmers with the best land receive a tax increase and those who have less fertile land receive a tax break.
The tax would be based on number reported by farms known as “productive levels.” Each farm is then placed in one of eight categories. The first is the lowest quality farm and eight is the best, the tax breaks would be based off this.
Many oppose the change because of Missouri’s current fragile economy.
The tax proposition will go into effect January 1, 2011 unless both the Senate and House reject it.
The Senate is expected to make a decision in the next few weeks.

$310 Million in Internet Improvements

The United States Department of Agriculture is awarding $310 million to improve or install broad-band Internet in 14 rural counties.
The high-speed Internet will be put in counties in Alaska, Missouri, Alabama and Iowa. The USDA plans for Internet access to bring jobs to the counties as well as training for employment.
The money will be used on specific proposed projects. Those interested in receiving money should apply by March 15 to their local Farm Service Agency office.

Regional bankers in Nebraska, Wyoming, Colorado, Kansas, Oklahoma and Missouri took part in a survey that shows farm values have decreased, but are steady.
Compared to the last quarter in 2008, non-irrigated farmland in Nebraska dropped 4.8 percent and irrigated fell 4.7 percent. Ranch land dropped 5.3 percent.
Overall, regionally non-irrigated farmland dropped 1.7 percent and irrigated 3 percent. Ranch land has fallen by 4.2 percent.
Experts believe these numbers will stay consistent over the next three months.
One major contributing factor to the decrease is that farm incomes quickly changed from record heights to below $50,000 annually. This is the lowest it has been since 2003.

The USDA will be surveying Missouri farmers during the first two weeks of November.
The USDA is polling farmers to see if they expect to meet their yield expectations this year. The information will be used in a report that will be released in January. The report will be used to administer programs through the USDA.

Missouri Farms Exempt From Rules

The Missouri Department of Agriculture is asking the Missouri Department of Transportation to waive regulations to help farmers complete harvests quicker.
Farmers are behind harvesting following days of heavy rain. With increased costs and farmers’ fears, the rain is putting a heavy stress on farmers to complete harvests.
The failure to complete harvests could cost farmers millions of dollars.
The Department of Agriculture is asking farmers to be exempt from:
**Loaded, gross weight can be no greater than 10 percent above the gross vehicle weight rating of the vehicle licensed weight.
** Limit transport of row crop commodities from the farm to a local storage facility and empty return trips to the farm.
** When crossing a bridge, the drive must restrict the vehicle speed to no more than 45 miles per hour and must center the truck between two lanes of the bridge.
**Travel on highways other than Missouri interstate highways – no interstate travel will be permitted. **While transporting row crops from farm to storage, farmers are not required to abide by hours-of-service laws.
** Must carry a copy of the emergency declaration in each vehicle that operates in response to relief efforts.

Missouri Counties Declared Disaster Areas

The USDA has accepted 28 Missouri counties as primary natural disaster areas.
Adair, Caldwell, Carroll, Cedar, Crawford, Daviess, DeKalb, Dunklin, Gentry, Harrison, Knox, Laclede, Marion, Mercer, Mississippi, Montgomery, New Madrid, Nodaway, Pemiscot, Phelps, Pulaski, Ripley, Schuyler, Scotland, Shelby, Sullivan, Warren and Worth counties have been designated due to strong winds, excessive rain and flooding between February 1 and July 31, 2009.
“President Obama and I understand these conditions caused severe damage to the area and serious harm to the farms in Missouri and we want to help,” said Secretary Tom Vilsack. “This action will provide help to hundreds of farmers who suffered significant production losses to alfalfa, corn, cotton, forage, oats, rice, soybeans, sweet corn and wheat.”
Those producers who have been affected by this decision are eligible for low-interest emergency loans from the USDA. Producers who have heavy crop and land loss have eight months from Oct. 20, 2009 to apply for loans. Theft Increases

The saying goes “desperate times call for desperate measures,” and this economic downward spiral has made an impact on agriculture theft.
Missouri Governor Jay Nixon has created the Livestock and Farm Protection Task Force to deal with the large increase in theft of animals, machinery and motor vehicles. Over the past three years 1,300 cases were reported and highway patrol recovered $2.1 million worth of goods.
To prevent future problems Nixon has compiled a group of 10 criminal investigators, two criminal analysts and a part-time administrator. The task force will work alongside local law enforcement and is funded by $3.4 million from the American Recovery and Reinvestment Act.

Missouri Comes in Number 3

A national survey of wind energy said Missouri is the third state to have the highest amount of wind power generated during the second quarter of the year.
The completion of Farmers City wind farm near Tarkio adds 146 megawatts of wind farm capacity to the state according to The American Wind Energy Association. The state now totals 306 megawatts.
The association said the 90 percent increase is the largest jump in any state to this date.
According to the survey Texas is at the top of the list adding 454 megawatts this quarter. Nationwide 1,210 megawatts were installed, and this is enough to supply 350,000 homes with power.

First Wind Farm Breaks Ground

Wind Capital Group has broken ground on a wind farm loacted at Lost Creek Wind Farm in northwest Missouri. This wind farm is the first of its kind in Missouri.
Developers expect the 100 wind turbines to produce 150 megawatts of electricity that will provide 50,000 homes with power.
“We hope that with this earlier construction start date we can complete Lost Creek ahead of our initial projections. This will bring more clean, renewable energy to northwest Missouri even quicker,” Dean Baumgardner, Wind Capital executive vice president said in a statement.
The power will be sent through transmission feed lines that will be located on the site. The power will be sold to Associated Cooperative for the NW Electric Cooperative.
The project is expected to cost $300 million and will be done by Spring 2010.

Chromium 6

Chromium 6 was found last week in soil from a northwest Missouri farm according to state and federal environmental agencies.
Although the finding has been confirmed, officials said there is no potential for health risks.
“We’ll know a lot more after the next round of testing,†Scott Clardy of Missouri’s Department of Health and Senior Services said at a press conference.
Many lawsuits in the last few years were filed against a fiber insulation manufacturing plant in St. Joseph, Missouri that may be spreading sludge contaminated by chromium in the area.
Chromium 6 is a harmful substance that has been reported to cause certain forms of cancer, but the low amount in the soil is said to be causing little risk for brain tumors.

$50 million are available nationwide from the USDA for organic farming costs.

The Missouri Organic Association encouraged farmers to fill out a survey last month to calculate how many organic and potential organic farmers are in the state. There was no data like it before.

Missouri Farmers Continue Planting

Missouri farmers are taking advantage of the first dry streak of the season. Officials warn residents of Palmyra to expect an abundance of farm equipment on the road in the next few weeks.
The warm, sunny weather is absolutely necessary because corn has not been planted yet. The delay in planting could cause a negative effect on yields. Soybean farmers have not seen problems because soybeans cannot be planted until mid-June before there are huge losses.
University of Missouri Extension in Palmyra said, “Planting has been very slow. We’re very far behind where we should be at this point.â€
Other officials agree that it is going to be hard to plant corn in certain areas of Missouri and Illinois with such drastic moisture.
Numbers show that only 39 percent of Missouri’s corn crop has been planted this year. Normally 75 percent is in the ground at this time of year. Conditions in Illinois are far worst with only 10 percent planted.
Farmers are worried that the cost of a second seeding will kill their profits.

Missouri House Passes Bill

A new bill has passed in Missouri’s house giving Missouri dairy farmers a tax break. The only problem is some lawmakers do not understand why all agricultural producers do not get the same deal.
The bill will allow each dairy cow farmer to claim an annual state tax credit up to $25,000 based on production and the price of milk.
The measure was passed on a 110-41 vote that will now move on to Senate. The bill was debated here without reaching a vote. If it is like any other tax credits that have run into resistance this year from senators.
The dairy industry is said to be in peril because milk prices are low and production costs have increased. Without tax cuts many feel that the industry could collapse and jobs could be lost.
Rep. Dan Brown, R-Rolla, said the tax credit is like a lifeline that could help dairy farmers survive the current poor economic conditions.
Opposing leaders feel that the bill favors dairy farmers.
“We need to start taking care of all segments of agriculture,” said Rep. Tom Loehner, R-Koeltztown. “We cannot continue to go one piece at a time.”
Leaders assure it is not against beef, swine or sheep.

Missouri Increases Acreage

According to the Prospective Plantings report released by the U.S. Department of Agriculture, Missouri will lead America in the highest increase of the percentage of corn acreages.
The total 3.05 million acres of corn will surpass last year’s 2.8 million acres by 9 percent. Overall the country has decreased by 1 percent with a total of 85 million acres of corn.
The statistics were gathered after surveying 86,000 farms by mail, Internet, phone and interviews.
Economists assure consumers this is a good thing because prices will not increase as much as they have in the past. The numbers come as a shock to some because experts were expecting to see a higher decrease across the nation.
The low-end estimates, as low as 81.4 million, were made based on rising costs of supplies and that the need for soybeans increased.
While Missouri leads in corn increase, it also leads in the biggest decrease in acres for soybeans. The soybean acreage has decreased by 150,000 acres, and South Dakota is not far behind on that list.

Vilsack Announces new Program

At the Craig Evans family farm Tom Vilsack unveiled federal assistance that may be helpful for young farmers. Near Lathrop, Missouri Vilsack announced that there is $17 million available in grants for beginning farmers or ranchers.
Vilsack said, “Generation, after generation, after generation pass on not just the farm, not just the farmstead, but the value system of hard work, of dedication to family and community,†said Vilsack, surrounded by two young farm families. “That’s what Rural America is all about, and it’s important to preserve it.â€
The Beginning Farmer and Rancher Development Program is part of the 2008 Farm Bill. The grants are available for farmers and ranchers that have been in the industry for fewer than 10 years. An additional $19 million will be available in 2010.

Seven Counties Receive Federal Aid

Seven southwest Missouri counties are now eligible for federal farm aid due to the declaration of a federal disaster according to a press release.
Barry County, Howell County, McDonald County, Oregon County, Ozark County, Stone County and Taney County are eligible for farm loans through the U.S. Department of Agriculture’s Farm Service Agency.
Farmers are eligible for physical or production loss farm loan assistance.
