Stripe Rust Endangers Wheat Crops

Wheat is a major crop across the United States although farmers planted less acreage in the winter months.

Stripe Rust, a seeded wheat disease, is causing problems across major wheat growing states. The cool conditions thus far have caused a major problem spreading this disease across such states as southeast Colorado and Kansas.

Director of the Colorado Associations of Wheat Growers, Darrell Hanavan, said Stripe Rust is a huge threat to crops. It can cause as much as 50 percent yield loss in crops that are not treated with fungicide to prevent the disease.

Warm weather is the best way to cure the disease and farmers believe a three-day stretch of 90 degree weather would stop the problem. Farmers can also turn to fungicide, but this is a problem since harvesting time is near. Fungicide must be applied 30 to 45 days pre-harvest. Colorado farmers are expecting to harvest after July 4 which is sooner than 30 days.

Kansas Loans Reach Nearly $150 Million in 2009

During the 2009 Fiscal Year, family farmers in Kansas received $147,683,765 in direct and guaranteed loans according to USDA state executive director, Adrian J. Polansky.

“This has been a record year for the number of loans made and dollars loaned,” Polansky told the Highplains Journal. “Some of the money was made available through the American Recovery and Reinvestment Act of 2009 to stimulate rural economies.”

931 Direct and Guaranteed Farm Operating Loans totaled $88,583,914. This money was used for planting and harvesting, livestock purchases and machinery.

$4,382,730 was distributed to socially disadvantaged farmers while $23,226,567 was given to beginning farmers and $335,956 was used for youth applicants.

Emergency loans were distributed to a number of Kansas producers totaling in $614,930.

And the Survey Says…

Regional bankers in Nebraska, Wyoming, Colorado, Kansas, Oklahoma and Missouri took part in a survey that shows farm values have decreased, but are steady.

Compared to the last quarter in 2008, non-irrigated farmland in Nebraska dropped 4.8 percent and irrigated fell 4.7 percent. Ranch land dropped 5.3 percent.

Overall, regionally non-irrigated farmland dropped 1.7 percent and irrigated 3 percent. Ranch land has fallen by 4.2 percent.

Experts believe these numbers will stay consistent over the next three months.

One major contributing factor to the decrease is that farm incomes quickly changed from record heights to below $50,000 annually. This is the lowest it has been since 2003.

Three Kansas Counties Declared Disasters

Three Kansas counties are eligible for emergency loans through the Farm Service Agency.

Chautauqua, Cowley and Elk county producers who experienced crop or livestock losses from excessive rain, flooding, wind and hail between April 27, 2009 and July 8, 2009 can apply for loans.

FSA Farm Loan Manager Gary Nuss said, “Loans covering physical and/or production losses may be made at 3.75 percent interest rate, and are scheduled for repayment as rapidly as feasible, consistent with the applicant’s reasonable ability to pay.”

Loan money can be used to replace installations, equipment, livestock and to repair buildings.

Eligible producers must be running a family sized farm or ranch and cannot get a loan from any other source.

Applications must be received by April 29, 2010.

Acres Removed From Program

3 million acres of farmland are being taken out of the federal conservation program and may be tilled. The change has many environmentalists concerned about wildlife habitat, water quality and soil erosion.

39 million acres of farmland across the country are protected by the Conservation Reserve Program, but 3.4 million acres were taken out in September. The removal stems from present owners’ not renewing their contracts.

A change in the 2008 Farm Bill also caused the removal because the bill caps the program at 32 million acres.

Most of these acres are located in Texas, Kansas and Colorado. North and South Dakota, as well as Montana are also effected.

Kansas Counties on Disaster List

Kansas Governor Mark Parkinson has asked USDA Secretary Tom Vilsack to declare three Kansas counties disaster areas.

Cheyenne, Rice and Sherman counties suffered extreme summer storms caused damage between July 17 and Sept. 23. Not only were crops affected, but equipment, fences and animals as well.

The hardest hit were corn, soybean and sunflower crops. If approved by the USDA, farmers and producers will be eligible for low-rate loans through the Supplemental Revenue Assistance Payments Program.

Disaster Loans Available

Jack Salava, acting State Executive Director for Kansas’ Farm Service Agency, announced the FSA has emergency loans available for producers who suffered loss from natural disasters.

From May 8-16, Kansas suffered severe storms, tornadoes and flooding in Bourbon, Cherokee, Crawford and Linn counties. Any producers in these counties can apply until Feb. 19, 2010 for emergency loans.
Butler, Chase, Chautauqua, Coffey, Dickinson, Elk, Grant, Greenwood, Harvey, Lyon, Marion, Sumner and Woodson are also eligible for disasters during March 26-29. Eligible producers can apply until Feb. 24, 2010.

The loan funds can be used to restore or replace production costs and equipment. Applicants can apply for up to 100 percent of actual production losses but cannot exceed $500,000. These loans have a 3.75 percent interest rate.

The Livstock Indemnity Program

Livestock producers now qualify for a USDA program that pays producers for the livestock killed because of the weather.

The Livestock Indemnity Program went into effect July 13 and any producers who have lost livestock from flooding, wildfires or extreme heat or cold may sign up to receive amenities.

The Kansas Livestock Association is pleased about the program that stems from the 2008 Farm Bill because many producers lost livestock in June from high humidity and heat.

Shopping For Land

T. Boone Pickens, a Texas oil billionaire, had plans to build one of the largest wind farms in Texas. However, now he has put a halt on those plans and is looking for the perfect location for a smaller, trial wind farm.

Mesa Power, owned by Pickens, canceled the order of 667 wind turbines from General Electric Co. and the 120 land leases. The plan was to generate 4,000 megawatts on 400,000 acres of land.

Pickens assured that the orders were not canceled forever, but rather delayed until the economy gets better.

The cost of the farm is slated at $8 billion, and instead Pickens is investing $2 billion in wind turbines that should be ready by 2011. Mesa’s plan is to find land to put the turbines on and Pickens suggested he is looking at land in Texas, Oklahoma, Wisconsin and Kansas.

Kansas Looking for Organic Producers

$1.5 million is available for organic farming in Kansas. The money comes as part of the $50 million made available from the 2008 Farm Bill.

Money was set aside for Kansas’ Environmental Quality Incentives Program that encourages organic farming.

The application must be turned in by June 5 and those who apply first will be considered first.

Producers who qualify must have or be in the process of obtaining organic certification. The $1.5 million is to be used to help farmers with the certification process.

The Natural Resource Conservation Service will be looking at the way producers conserve crop rotation, cover crops, manage nutrients, manage pests and how the land is grazed.

According to the Federal Reserve farmland values appear to have stabilize in the first quarter of 2009.

The increase is promising after a the decline at the end of 2008.

The report released numbers for Colorado, Kansas, Nebraska, Oklahoma, Wyoming, New Mexico and Missouri.

Although overall farmland has increased, nonirrigated farmland did not change and ranchland declined 0.9 percent.
