During the 2009 Fiscal Year, family farmers in Kansas received $147,683,765 in direct and guaranteed loans according to USDA state executive director, Adrian J. Polansky.
“This has been a record year for the number of loans made and dollars loaned,” Polansky told the Highplains Journal. “Some of the money was made available through the American Recovery and Reinvestment Act of 2009 to stimulate rural economies.”
931 Direct and Guaranteed Farm Operating Loans totaled $88,583,914. This money was used for planting and harvesting, livestock purchases and machinery.
$4,382,730 was distributed to socially disadvantaged farmers while $23,226,567 was given to beginning farmers and $335,956 was used for youth applicants.
Emergency loans were distributed to a number of Kansas producers totaling in $614,930.

The USDA is working with the IRS to reduce the amount of fraud in farm programs.
The USDA’s Supplemental Revenue Payment Assistant Program aims to re-evaluate businesses tax forms alongside computing various calculations to assure that companies adjusted gross income does not exceed certain limits.
The producers applying for programs must apply with rules outlined in the 2008 Farm Bill.

In the market for a  new land loan?Â
Many times people will search for land loans to refinance an existing loan for a better interest rate, or perhaps you are searching for a land loan for the purchase of a property, or maybe to “buyout” partners/relatives, or even to expand your current agricultural operation. Whatever the situation may be there are some important aspects to keep in mind when searching for the right land loan lender.Â
Keep these items in mind when searching for a land loan lender:Â
Prepayment penalties: An important aspect to consider when searching for a land loan lender is whether or not the lender requires a prepayment penalty. Prepayment penalties can be very costly if you should decide you would like to sell your land, or refinance your land. If your land loan carries a prepay penalty, you’ll have an early payment fee.  This fee is typically a set percentage of your principal loan amount. This is something you will want to learn in the very first conversation when speaking to a potential land loan lender. Another restriction which comes along with a prepayment penalty is the fact that you will assess fees if you pay extra towards the principal. Some lenders may allow for some, and others none.  In my opinion, it’s better to take a slightly higher interest rate, if  this is offered to you, and go with a loan that has no prepayment penalty. This allows flexibility in your future if ever your land loan were to paid off early.Â
Balloon payments: A balloon payment is typically a large payment made at the end of your scheduled payments (term). This payment is typically the principal left on the land loan. It’s sometimes typical for land loan institutions to offer balloon payments. Be careful, balloon payments can have a great impact on your financials if you were not able to refinance the loan before the balloon due date, or sell the property. When the loan “balloons” you will have to pay the lender the full remainder on the loan through whatever means necessary, otherwise the land loan lender will/can foreclose on your property. I highly advise against land loans with balloon payments 5 years and shorter and I typically wouldn’t advise anyone to take a balloon payment at all, unless a) the balloon loan had a term of 10 years or more, b) the land is to be paid off before the balloon, or c) you are in a circumstance which gives you no other choice but to acquire a land loan with a balloon payment.Â
Freedom / Privacy: You may currently be a customer of a land loan bank who feels their privacy is being violated in certain ways. For those of you who don’t know what I’m talking about, many land loan banks will monitor a customers cash flow, financials, and accounts receivables to determine whether or not you pose a risk to making payments on time. If you do pose a risk, you may be asked to pay more towards principal, liquidate assets, or pay the loan off entirely. To me, this shows distrust from a customers perspective. If you are not familiar with this type of practice, it may come as a surprise to you when your lender asks for financials post closing. This is something you will definately want to discuss with your potential land loan lender. To visit a land loan lender that will not parkate in such practices, click here.

CH Energy Group Inc. out of New York has plans to invest $50 million in a 20-watt wind farm in Glenmore. The farm will be located just southeast of Green Bay.
CH Shirley Wind LLC will have 90 percent control over the project including a 20-year power purchase agreement contract with Wisconsin Public Service Corp. for electric output.
Construction on Shirley Wind will begin in Spring 2010 and is expected to be complete in the fourth quarter. The farm will have eight wind turbines from Nordex USA that will generate 64 million kilowatt hours annually. This is enough power for 8,000 homes.

The Nebraska Farm Bureau has released a list of the top five agricultural problems for Nebraska producers in 2009.
It is not a surprise to many that the number one concern for producers in 2009 was the livestock industry. With such epidemics as the H1N1 virus, many people were apprehensive to buy pork. There was also a strong decline in exports overseas. Farm Bureau President Keith Olsen said, “The year 2009 was a year most livestock farmers would like to forget.”
The second biggest concern was a late harvest. The harvest was comparable to the slowest harvest ever recorded in 1972. The high moisture level in the soil was to blame.
Water problems and developments with the Republican River compliance, The Lower Platte Basin and integrated management plans also greatly affected producers in 2009. “Agriculture has a lot of issues related to water that are being dealt with,” Olsen said.
Another problem in 2009 was the increase of interest in animal cruelty and production tools. Many bans and plans for laws put a strain on many producers. This includes animal tagging and the treatment of livestock animals.
Finally the use of commodity check-off funds influenced the industry by helping balance the state’s deficient.

As of January 5, 2010 South Dakota producers are eligible for the Supplemental Revenue Assistance Payments (SURE) program.
Senator John Thune made the announcement following the approval of the program through the 2008 Farm Bill. Payments will be made until September 30, 2011.
“The Farm Safety net is designed to give farmers and ranchers a measure of peace of mind when natural disaster strikes,” Thune explained. “Permanent disaster programs provide assurance that needed disaster funding will not be held up by political gamesmanship in Washington.”
The program will benefit producers because the money will be available immediately from the state.
Those eligible include producers with land in counties with a USDA Secretarial Disaster Designation and countiguous counties. Producers outside the counties with crop production that is less than 50 percent normal is also eligible.

Florida governor Charlie Crist has asked the USDA to declare Florida an agircultural disaster area following a state-wide freeze.
The uncommon freezing weather hit large parts of Florida through January. The state has experienced 13 consecutive days of “sustained hours” of below-freezing temperatures resulting in crop damage.
Crist would like all 67 Florida counties to be included in the disaster declaration according to a letter written by the governor to the USDA. The letter outlined how much the weather has affected crops and how important agriculture is to the state’s economy.
“No sector of agriculture appears to have been spared,” he wrote. “Citrus, sugarcane, nursery crops, tropical fish, sweetcorn, tomatoes, snap peas, strawberries, blueberries, peppers, avocados, mangoes and oats are some of the crops that appear to have sustained significant damage.”
Since the request, Congress has been to Florida to exam the 30 percent crop loss. No decision has been made yet.

Eligible Alabama farmers can apply for low-interest emergency loans from the Farm Service Agency.
The declaration came on Christmas Eve from the United States Department of Agriculture.
“All farmers are eligible for the loans because of the excess rain we had during the harvest season,” said Thomas Atkinson, the Madison County executive director of the Farm Service Agency.
The disaster follows record rains during September and October that destroyed many cotton, soybean, corn and peanut crops. The rains also pushed harvesting back four to six weeks.
Those hit by disaster may also be eligible for help from the Supplemental Reserve Assistance Payments program (SURE), but these loan payments are not available until 2011.

The USDA is looking to work with state departments of agriculture, state agricultural experiment stations and other agencies to help promote American-produced food and agriculture products.
Those with innovative ideas should send proposals for the Federal-State Marketing Improvement Program. Kathleen Merrigan, Deputy Ag Secretary said the program is a great way for agencies to help tackle the market and distribution issues many farmers face.
The funds available for the program are to be used to distribute American-produced products not only across the United States, but to export products around the world as well.
The USDA is particularly interested in proposals that require states to work together.
